This page from the municipal website summarizes relevant content and provides links to both the Official Community Plan and also provides links to the various MAPs that form part of the OCP.
There is an ongoing battle around the Council table for North Cowichan with a certain cohort of Council who are seemingly disinterested in the policy direction provided with the OCP which has resulted in an angry public.
According to the BC government website, the purpose of Official Community Plans is to:
“Official community plans describe the long-term vision of communities. They are a statement of objectives and policies that guide decisions on municipal and regional district planning and land use management. These decisions impact communities' sustainability and resilience.”
It is common here in North Cowichan for applicants to come forward to Council with requests for amendments to the Official Community Plan. The Bell Mckinnon development of West Vista Terrace is a recent example of such inconsistency.
I filed a judicial review in the Supreme Court of BC in response to what I viewed as the municipality’s failure to follow required processes for a development that staff recommended denial of for non-compliance with the OCP. Here was a lovely article about my efforts. Unfortunately I was not successful.
